of 09.12.2025 "On Additional Measures for the Application of Highly Effective Intensive Agricultural Technologies to Increase Crop Yields in Cotton Growing and Grain Farming"
Clause 2 of Resolution No. PP-370
Starting from the 2026 harvest:
(a) concessional loans are allocated for the cultivation of raw cotton, applying a coefficient of 0.7 to the standard yield per bonitet point of the soil (centner/ha). In this case, liquid collateral is provided for the portion of concessional loans exceeding the coefficient of 0.6;
(b) the costs of carrying out agrotechnical measures in the cultivation of cotton, including the purchase of film and dropping hoses, are covered by concessional loans. Including:
(i) concessional loans are allocated annually from January to August through commercial banks at the expense of the State Support Fund for Agriculture;
(ii) the Ministry of Agriculture annually, by October 1 (for 2026 - by January 15, 2026), approves agrotechnical maps according to cost norms for the next harvest year, taking into account the soil and climatic conditions of the regions and the timing of agrotechnical measures;
(c) a system of allocating subsidies in the amount of 5 percent of the value of cotton sold in the prescribed manner to cotton-growing farms that have used up to 50 percent of the preferential loan limit during the year. In this case, farms are obliged to comply with the minimum yield requirements.
