A Presidential Decree "On Additional Measures for the Use of Highly Effective Intensive Agricultural Technologies to Increase Cotton and Grain Yields" has been adopted (Decree No. PQ-370, dated December 9, 2025).
According to the resolution, the main target indicators for 2026 are defined, including:
increasing the yield in cotton growing by more than 50 centners and in grain growing to 100 centners as a result of the widespread introduction of modern intensive agricultural technologies;
increasing cotton yields through the introduction of a new system based on scientific achievements and master-student traditions.
Starting from the 2026 harvest:
preferential loans are allocated for the cultivation of raw cotton with the application of a coefficient of 0.7 to the standard yield per 1 soil bonitet point (centner/ha). Including:
liquid collateral is provided for the part of concessional loans exceeding the coefficient of 0.6;
Expenses for carrying out agrotechnical measures in cotton cultivation, including the purchase of film and dropping hoses, are covered by concessional loans. Including:
concessional loans are allocated annually through commercial banks in January - August;
a system of allocating subsidies in the amount of 5 percent of the value of cotton sold in the prescribed manner to cotton-growing farms that have used up to 50 percent of the preferential loan limit during the year is being introduced.
